TSC Home Care Packages (TSC-HCP) is an important part of Tianshi Care Australia (TSC) Group.

We realised that there were many individuals from the local community that were not able to take care of themselves and had limited support. There were many that did not fully understand the care services that were available to support their care needs.

With the health and medical care improving, individuals are living longer. Added to this, Victoria has also received an increase in the elderly population hence increasing the demand of elderly care.

TSC can provide professional nursing staff to assist individuals with living longer and living better within their own homes. This will enable them to have a greater input into their community and at the same time, reducing the stress on their children and/or carers.

What is Home Care Packages Program?

Home care packages are designed for Australians aged over 65 to get assistance with a wide range of personal services and supports tailored to individual’s needs, including personal care, clinical care such as nursing etc. The government-funded program provides additional services to ensure more older Australians can live independently, safely and stay connected to the community whilst living at home. There are 4 levels of home care packages, ranging from level 1 for basic needs to level 4 for complex care needs.

Why the Home Care Packages program is important?

The package is important as it subsidizes in-home aged care services, Australians can choose to spend their budgets on services and supports they urgently required, based on individual circumstances. In TSC, our services are tailored to ensure your needs are fulfilled with experienced experts in health management to maximize your package. TSC regularly reviews changes in customer’s health plans for any adjustments with services provided to meet your satisfaction.

How does the HCP program work?

You are required to complete an assessment to determine your eligibility by answering questions about your living arrangements, mobility and medical conditions etc. An in-person assessment from the Aged Care Assessment Team(ACAT) is often required to better determine your eligibility. Then you will be placed in the national priority system and await the outcome of assessment. Once you are eligible, the government assigns you a Home Care Package based your level for care needs, ranging from level 1 to 4. You will now choose your preferred Home Care Package Provider within 56 days.

The funding you received is paid directly to the service provider you chose. The government approved Home Care Package providers will discuss with you how you would spend the budget for tailored services and needs in the future. If at any point of time, you wish to change service provider, the package funding will automatically transfer to the new service provider.

The Department of Health, Services Australia and the Aged Care Quality and Safety Commission work together to administrate the HCP program.

What services are included in HCP program?

HCP program provides comprehensive services to support old Australians to live at home comfortably for as long as possible. These services are flexible and ranged from a wide variety to match to your personal circumstances. However, the package funds can only be used for care and supports that benefit your health and wellbeing at home and in the community.

What services are not included in HCP program?

The funding is used for services you required in order to live more independently at home. Regardless of your level of package, the following services are not funded:

  • home care fees
  • home modifications or capital items that do not relate to care needs
  • travel or accommodation for holidays
  • entertainment such as club memberships or tickets to sporting events
  • gambling
  • services or items covered by Medicare or the Pharmaceutical Benefits Scheme
  • fees or charges for other types of care that the Australian Government fully or partly funds
